Eunjin Kotkovetz, P.E.
Environmental Engineer, M.S., CIH, LEED AP

Ms. Kotkovetz has over 18 years of environmental project experience and offers her expertise in site assessments, remedial investigations and design, feasibility studies, and remedial actions for contaminated sites and Hazardous Toxic Radioactive Waste (HTRW) sites. She has participated in Architect-Engineer design and construction teams for the USACE HED/JED/FED/Far East Districts and NAVFAC Pacific/Hawaii/Marianas design projects. Ms. Kotkovetz provides environmental design and quality assurance to project design teams through all aspects of project development and successful conclusions while protecting site workers and the public and preventing environmental pollution or degradation. She has extensive experience and specialized knowledge of design & construction; project management; environmental management for construction sites; record-breaking NPDES permits; health and safety coordination; and construction site compliance monitoring and sampling.

Jessica Walsh, B.S.
Environmental Planner / Project Manager

Jessica received a B.S. in Natural Resource Management in 2001 and has over 18 years of experience in the environmental field. She joined MNA in 2010 and offers her knowledge of federal, state, and host nation environmental laws and environmental impact assessment processes. Her recent projects include: NEPA Environmental Assessment for federally-funded cultural repository facility; HRS343 Environmental Assessment for privately-funded fuel line extension; numerous Phase I ESAs; preparation of National Historic Preservation Act (NHPA) Section 106 and Endangered Species Act (ESA) consultation letters; technical support for site investigations; and USACE permits. She participated on Department of Defense design teams for NAVFAC Hawaii, Pacific, and Marianas; Hawaii MILCON; USACE; and USAF for feasibility studies, capacity analysis, new construction and renovations in Hawaii and throughout the Asia-Pacific region including Guam, Tinian, Yap, and Palau. Jessica develops and reviews environmental documents for legal sufficiency, leads multi-disciplinary project teams, and prepares technical documents. Jessica manages NEPA/HRS 343 support projects, wetland delineations, biological, and cultural surveys and monitoring, Phase I and II ESAs, and various design support projects. She is OSHA Hazardous Waste Operations and Emergency Response (HAZWOPER)-certified and is a member of the National Association of Environmental Professionals (NAEP) and American Planners Association (APA).

Danny Falanug
Industrial Hygienist / Environmental Specialist

Danny joined MNA in 2012 and offers over 20 years of construction and industrial hygiene experience. He is a State of Hawaii certified Asbestos and Lead-Based Paint (LBP) professional. Danny has demonstrated his skills, experience, and workmanship for the USCG LORAN Station Yap Landfill Remediation project in the Federated States of Micronesia (FSM) where he was born and raised. He supported various aspects of the landfill remediation, including heavy equipment operation, material preparation for ocean shipping, and sampling and H&S support. He is also certified in OSHA 30 Construction and HAZWOPER, LBP Project Designer and Supervisor, and the Navy 40-hr SSHO. His recent projects include field sampling and reporting for construction, demolition, and infrastructure improvement designs for NAVFAC Pacific/Hawaii/Marianas, US Coast Guard, the City and County of Honolulu, Honolulu Board of Water Supply, County of Hawaii, and the Hawaii Public Housing Authority, DAGS, DOE, and DOT, and Kamehameha Schools. At this writing in 2022, Danny serves as environmental compliance supervisor for fuel tank system rehabilitation contract on Diego Garcia.

Joanna Boyette, B.A.
Director of Operations / Industrial Hygienist

Joanna has over 23 years of experience in environmental contract management, and offers her expertise in due diligence, industrial hygiene , industrial/shipyard waste management, and compliance. She offers her knowledge of Hazardous Waste Disposal, and EPCRA and NESHAP reporting. Joanna is a State of Hawaii certified Asbestos and LBP professional and certified in OSHA 30 Construction and HAZWOPER. She also completed the ASTM International Phase I & II ESA training and American Management Association’s MBA Workshop. Her recent projects include design and construction support for USACE, NAVFAC Pacific/Hawaii/Marianas, US Coast Guard, Honolulu Board of Water Supply, and US Air Force, public and private schools building hazardous materials surveys and hazard mitigation designs, and DOE abatement/mitigation monitoring for compliance.

Gordon M.K. Lewis, Industrial Hygienist / Project Manager

Gordon served six years with the US Air Force as a HAZMAT specialist in air transportation. He has also worked in various industries from hospitality industry to carpentry before joining MNA in 2020. Gordon leads a team of industrial hygienists and environmental scientists in field data collections and investigation reporting, in support of construction or renovation designs and compliance for federal, state, and county agencies, and commercial clients. He is a State of Hawaii certified asbestos and LBP professional, and certified in OSHA 30 Construction and HAZWOPER. His current projects include NAVFAC Pacific and Hawaii MILCON task orders as well as State of Hawaii DAGS, DOA, DOE, DOT, and HPHA projects, and County of Hawaii Department of Environmental Management Kailua-Kona and Hilo closed landfill projects.

Herbertson Santos, A.S.
Industrial Hygienist / Project Manager

Herbertson joined MNA in 2016 as Hazardous Materials Inspector and supported and managed numerous US federal, State of Hawaii, and county projects. He is a State of Hawaii Asbestos and LBP professional and OSHA HAZWOPER-certified. Herbertson’s recent projects include industrial hygiene assessments in several DoD posts in the Philippines, including Camp Navarro and Edwin Andrews Airbase in Zamboanga, Mindanao, NAVFAC Pacific fuel system upgrade design in Naval Base Guam, and US Coast Guard base and housing upgrade projects on Oahu. He grew up in Pohnpei and is fluent in Pohnpeian and English.

Myoungjoo “MJ” Lee, Ph.D., P.E. Environmental Engineer / Project Manager

Dr. Lee joined MNA in 2022 with research experience from some of the most advanced institutions in the world. Her research was marked by achievements in construction, environmental, and fermentation processes; she led and executed research not only in the field of environmental engineering, but also technology evaluation and management. Dr. Lee’s research has been featured in numerous peer-reviewed articles and published in many prestigious scientific journals. At MNA, she serves as environmental scientist and provides solutions to clients in need of smart and cost-effective site environmental management, utilizing the best available technologies. Her recent projects include environmental site assessments, remediation of a LUST petroleum-contaminated site, and data collection supporting NAVFAC Pacific/Hawaii MILCON designs.

Caleab Etheridge, CAD Technician / Environmental Specialist

Caleab joined MNA in 2000 as environmental specialist and IH. He gained professional experience from federal, state, county, and commercial projects for which site investigations were conducted and environmental and or hazardous building materials data were collected in industrial, defense, educational, athletic, recreational, residential, and hazardous waste project sites. Caleab is OSHA HAZWOPER certified and supports MNA teams with technical proposals, investigation reporting, quality control, computer-aided design (CAD), contractor submittal reviews, and timely design deliverables. He pursued his passion and in 2009 graduated from Hallmark Institute of Photography in Massachusetts.

Kealohilani Serrao, B.A.
Accounting Manager

Kealohi graduated from the University of Hawaii, West Oahu in 2021 with a B.A. degree in Business Administration. She is a State of Hawaii certified Asbestos and Lead-Based Paint professional, and is certified in OSHA HAZWOPER. Her recent projects include federal, state, and private site investigations and hazardous materials surveys for design and construction support, and she applies technical experience and knowledge in administration and operations. Kealohi oversees AP and AR, among other administrative functions.


Myounghee Noh
President & CEO, M.S., MBA

Myounghee has more than 30 years of experience in the management of environmental and laboratory contracts. Her first two positions after graduate school were for the former Hawaiian Sugar Planters’ Association and Brewer Environmental Services. She founded MNA in 1999 from her mother’s living room and continues to offer excellence in the environmental consulting field. Myounghee currently serves as principal investigator and program manager on various DOD contracts and special projects. Myounghee is a member of the American Conference of Governmental Industrial Hygienists (No. 310411-00) and American Industrial Hygiene Association (AIHA; CP 10565).
